Former Basiji talks about Iran's enforcement.

Most shocking was this:
In the Islamic Republic it is illegal to execute a young woman, regardless of her crime, if she is a virgin, he explained. Therefore a "wedding" ceremony is conducted the night before the execution: The young girl is forced to have sexual intercourse with a prison guard - essentially raped by her "husband."

This is a detail featured in the animated but factual film "Persepolis" which I haven't had a chance to see yet (it's in my Netflix queue) but from what I hear deserves more distribution.

Just like in ancient Rome. There it was illegal to execute a virgin, but they had the same workaround. (Check out what happened to the children of Sejanus after Caesar Tiberias found out Sejanus was plotting against him.)
