Terrorists is just another word for pirates. They're not glamorous. Not dashing. Not heroic. They're violent and depraved. And the answer for them both is the same.
You give them a trial. The sooner, the better. If they're found guilty, then you hang them. (Or put them to labor in some prison, I suppose, but terrorism/piracy has usually been seen as a capital offense.)
