I saw that in the local paper. My guess is, some actuary totted up the medical costs and death numbers for vehicular accidents, then compared it to physical builds of the people involved - and discovered that smaller people tend to get more beat up in accidents involving open-air vehicles.

So of course The Government had to do something... something not so bright.
